Disbound. [Copy of Minutes of Evidence taken at the Trial of the Dublin City Election Petition. (1869)] In the matter of the Petition of George Foley and Thomas Woodcock, Petitioners and Sir Arthur Edward Guinness, Respondent which was tried on the 23rd January 1869, Judge William Keogh certified: -That The last election, so far as related to The return of the said Sir Arthur Edward Guinness, Bart., was a void election; -That Sir Arthur Edward Guinness was not duly elected to serve in the Parliament for the said county of the City of Dublin; -That Sir Arthur Edward Guinness was, buy his agents, guilty of bribery at the last election, it has not been proved that such bribery was committed by or with the knowledge or consent of the said Sir Arthur Edward Guinness;- That Henry Foster William Campbell, William Watkins, Benjamin Warren, William Robinson, William John Vance, Davenport Crosthwaite and William Johnston were guilty of bribing voters to vote or refrain from voting against the said Sir Arthur Edward Guinness. In the matter of the Petition of the Honourable David Robert Plunkett, Petitioner and Jonathan Pimm, Esq., Respondent, Judge William Keogh reported that the Petition was withdrawn upon special application, and in pursuance of the statute in that behalf made and provided, and his opinion, the withdrawal of such a petition was not the result of any corrupt arrangement or in consideration of the withdrawal of any other Petition. 218pp. Disbound, housed in a protective file

The House Of Commons Shorthand Writer
Disbound. [Sligo Borough Election. Copy of the Minutes of Evidence taken at the Trial of the Sligo Election Petition. (1869.) With Index] In the matter of the Petition of Michael Foley and Joseph Foley, Petitioners, Major Lawrence Edward Knox, MP Respondent, tried in Carrick-on-Shannon on the 19th day of February 1869, The following was determined: -That the last election for the said borough of Sligo was a void election. –That the said Major Lawrence Edward Knox was not duly elected to serve in the present Parliament for the said Borough of Sligo. –That the said Major Lawrence Edward Knox was, by his agents, guilty of bribery at said election. –That it has not been proved that such bribery was committed by, or with the knowledge of or consent of Major Lawrence Edward Knox. –That John Sheil, a voter, did, immediately before the said election, receive money and goods from Stephen M. Cherry acting on behalf of the said Major Lawrence Edward Knox and did agree to receive further amounts of money from Stephen M. Cherry for agreeing to refrain from voting at said election, and was guilty of bribery. –That Patrick Neilan, Patrick Flynn, Martin Mulligan and Charles Tiernan, received money for agreeing to vote for the said Major Lawrence Edward Knox at said election, and were guilty of bribery. –That in addition to the persons so reported, it was proved by the evidence of Major Lawrence Edward Knox, and other testimony, that divers of the electors of said borough, from 30 to 40 in number, were in the habit of applying for money directly to the said Major Lawrence Edward Knox, and to other persons, acting on his behalf, in consideration of their agreeing to vote for, or refrain from voting against, the said Major Lawrence Edward Knox. –That Thomas Brennan, Stephen M. Cherry, John H. Galbraith, Robert Stokes, William A. Woods and Joseph L. Woods, were proved to have offered and promised various sums of money to divers electors of said borough in order to induce said electors to vote for the said Major Lawrence Edward Knox, or to refrain from voting for Captain John Flanagan, a candidate at said election, and were guilty of bribery. –That a system of intimidation and violence was organised and carried out for months previous to and during the said election for the said borough of Sligo, subversive of freedom of election, and endangering the lives and properties of the electors; and outrages were committed previous to and during the election, which were calculated to deter, and did in fact deter, electors from exercising their franchise at said election, but such intimidation and violence was almost entirely practised by large mobs of persons acting in opposition to the said Major Lawrence Edward Knox; and it was proved that such intimidation was continued in said borough of Sligo from the time said election down to and during the trial of said election Petition. 170pp. Disbound, housed in a protective file

[Report from the Select Committee on the Carrickfergus Election Petition: with the Minutes of Proceedings and the Evidence taken before them.] Mr. O’Connell, from the Select Committee appointed to try and determine the merits of the Petition of the there undersigned Freeholders, Leaseholders and Householders of the Town and County of the Town of Carrickfergus, in Ireland, Electors who had a right to vote at the last election of a member to serve in this present Parliament for the said town of Carrickfergus, and who therein and thereby claim to have had such a right, complaining of an undue election and return for the said town and county, informed The House, that the said Committee had determined;- That Conway Richard Dobbs, Esq. Is not duly elected Burgess to serve in the present Parliament for the Town and County of the Town of Carrickfergus. – That the last Election for the Town and County of the Town of Carrickfergus is a void election. –That the Petition of the said Freeholders, Leaseholders and Householders, does not appear to the said committee to be frivolous or vexatious. Mr. O’Connell also informed The House, that the said Select Committee had come to the following resolutions, which they had directed him to report to The House: -That the most gross and scandalous bribery appears to have prevailed on both sides at the late election for the Town and County of the Town of Carrickfergus; and that although it does not appear that the said Conway Richard Dobbs, Esquire, did personally take any part in such bribery, yet that his return was procured by his agents and friends by bribery. –That a great proportion of the constituency, composed of freemen of the Corporation, have been influenced solely by bribery in giving their votes at the late election; and it appears to the committee that similar corrupt practices have prevailed Elections for the said Town and County of the Town of Carrickfergus. –That the committee beg leave to submit to the most serious attention of The House the evidence of gross bribery and corruption which appears upon the Minutes of Evidence. –That great expense has been occasioned to the Parties by the delay in the production of certain documents which were required in the progress of the Petitioner’s case; and that the Committee would also beg to direct the attention of The House to the facts which appear upon the Minutes of Evidence on that subject. Carrickfergus Election Committee: Daniel O’Connell, Esq., James Henry Callender, Esq., John Madocks, Esq., Henry Aglionby, Esq., Sir Edward Dolman Scott, Baronet, The Honourable Pierce Butler, Sampson Stawell, Esq., Fitzstephen French, Esq., William Lewis Salusbury Trelawney, Esq., Morgan O’Connell, Esq., Leonard Dobbin, Esq. 102pp. Disbound, housed in a protective file

[Report from the Select Committee on the Newry Borough Election Petition: and also the Minutes of Evidence taken before them] In the matter of the Petition of Dennis Maguire, Esquire, of Newry, in the County of Armagh, one of the Candidates at the last election for a Member to serve in Parliament for the Borough of Newry, complaining of an undue Election and Return for the said Borough, the Committee determined;- That the Honourable Arthur Marcus Cecil Hill, commonly called Lord Arthur Marcus Cecil Hill, is duly elected a Burgess to serve in the present Parliament for the Borough of Newry;- That the Petition of the said Dennis Maguire does not appear to be frivolous or vexatious;- That the opposition to the Petition does not appear to be frivolous or vexatious. The Committee also came to the resolution that although it had not been proved that the sitting Member was implicated by the existence of unlawful practices during the late election for the Borough of Newry, it appears that a system of bribery prevailed there to a considerable extent, in which certain Members of a club called The Union were concerned; and the Committee wished to direct the attention of The House to the part taken in these transactions by James Lisle and other Electors. 50pp. Disbound, housed in a protective file
