[Report from Select Committee on Carrickfergus Forgeries Election Petition] THE SELECT COMMITTEE to whom the Petition of Lord George Augusta Hill, stating that several of the Names subscribed to the Petition of William Henderson and others, Freemen, complaining of the Election and Return for the Borough of Carrickfergus are Forgeries, and also the Petition of James Simms, Henry White and others, complaining that their Names were forged as Signatures to the said Election Petition, were referred, and to whom the last-mentioned Petition was also referred ; and who were empowered to report the Minutes or Evidence taken before them to The House ; -have examined the Matter thereof, and have come to the following Resolutions : That it is the Opinion of this Committee, That fourteen out of thirty signatures to the Petition purporting to be an Election Petition against Lord George Augusta Hill for the Borough of Carrickfergus, delivered into the Table of This House on the 15th day of November last (such Signatures purporting to be those of parties entitled to vote at the last Election for the said Borough), were not written by the persons intended to be represented by the same, or with their concurrence, but are Forgeries, one of the remaining Signatures belonging to a Freeman long since dead, and another to a party not a Freeman; -That it is the Opinion of this Committee, That Hutcheson Posnett was privy to the Forgery of the said Signatures; -That it is the Opinion of this Committee, That John Morison Eccleston was privy to the Forgery of the said Signatures. 122pp. Disbound, housed in a protective file

[Petition; also, Minutes of Proceedings and Evidence taken before the Select Committee on the Cork County Election; together with the Poll Books produced before the Committee] The Petition presented to the Committee was that of Nicholas Philpot, Leader of Dromagh, in the County of Cork, Esq., Robert Longfield, of the City of Dublin, Esq., Barrister at Law, John Newman, of Ashgrove, County cork, Esq., and John Caulfield Irvine, of Grove Hill, County Cork, Esq.. They allege that the Return of Daniel O’Connell and Edmund Burke Roche was obtained by violent, illegal, fraudulent and outrageous means and devises and that the Election of the two gentlemen was illegal and void and that Nicholas Philpot and Robert Longfield ought to be Substituted in the Return for the said county. [Report from the Select Committee on the Newry Borough Election Petition: and also the Minutes of Evidence taken before them] In the matter of the Petition of Dennis Maguire, Esquire, of Newry, in the County of Armagh, one of the Candidates at the last election for a Member to serve in Parliament for the Borough of Newry, complaining of an undue Election and Return for the said Borough, the Committee determined;- That the Honourable Arthur Marcus Cecil Hill, commonly called Lord Arthur Marcus Cecil Hill, is duly elected a Burgess to serve in the present Parliament for the Borough of Newry;- That the Petition of the said Dennis Maguire does not appear to be frivolous or vexatious;- That the opposition to the Petition does not appear to be frivolous or vexatious. The Committee also came to the resolution that although it had not been proved that the sitting Member was implicated by the existence of unlawful practices during the late election for the Borough of Newry, it appears that a system of bribery prevailed there to a considerable extent, in which certain Members of a club called The Union were concerned; and the Committee wished to direct the attention of The House to the part taken in these transactions by James Lisle and other Electors. 50pp. Disbound, housed in a protective file

[Report from the Select Committee on the Carrickfergus Election Petition: with the Minutes of Proceedings and the Evidence taken before them.] Mr. O’Connell, from the Select Committee appointed to try and determine the merits of the Petition of the there undersigned Freeholders, Leaseholders and Householders of the Town and County of the Town of Carrickfergus, in Ireland, Electors who had a right to vote at the last election of a member to serve in this present Parliament for the said town of Carrickfergus, and who therein and thereby claim to have had such a right, complaining of an undue election and return for the said town and county, informed The House, that the said Committee had determined;- That Conway Richard Dobbs, Esq. Is not duly elected Burgess to serve in the present Parliament for the Town and County of the Town of Carrickfergus. – That the last Election for the Town and County of the Town of Carrickfergus is a void election. –That the Petition of the said Freeholders, Leaseholders and Householders, does not appear to the said committee to be frivolous or vexatious. Mr. O’Connell also informed The House, that the said Select Committee had come to the following resolutions, which they had directed him to report to The House: -That the most gross and scandalous bribery appears to have prevailed on both sides at the late election for the Town and County of the Town of Carrickfergus; and that although it does not appear that the said Conway Richard Dobbs, Esquire, did personally take any part in such bribery, yet that his return was procured by his agents and friends by bribery. –That a great proportion of the constituency, composed of freemen of the Corporation, have been influenced solely by bribery in giving their votes at the late election; and it appears to the committee that similar corrupt practices have prevailed Elections for the said Town and County of the Town of Carrickfergus. –That the committee beg leave to submit to the most serious attention of The House the evidence of gross bribery and corruption which appears upon the Minutes of Evidence. –That great expense has been occasioned to the Parties by the delay in the production of certain documents which were required in the progress of the Petitioner’s case; and that the Committee would also beg to direct the attention of The House to the facts which appear upon the Minutes of Evidence on that subject. (1859)] In the matter of the Petition of James Spaight, Esq., complaining of the undue election and return of Major Galvin for the City of Limerick, the Committee determined; -That Major Galvin is duly elected a Citizen to serve in the present Parliament for the County of the City of Limerick, furthermore the Committee agreed to the following resolutions: 1. That certain riotous and tumultuous proceedings took place at and after the last election for the said City; but that it was not proved to the Committee that such proceedings took place at the instigation, or with the sanction of Major Galvin or his agents. 2.
