Title: Political Survey of Ireland, with the Establishment of that Kingdom, when the Late Duke of Ormond was Lord Lieutenant; and also an exact list of the present Peers, Members of Parliament, and principal Officers of State. To which is added, An Account of the Wealth and Expences of England, and the Method of raising Taxes in the most equal manner. Shewing likewise that England can bear the Charge of Four Millions per Ann. when the Occasions of the Government require it. The Second Edition, carefully corrected, with Additions. By a Fellow of the Royal Society, [xvi], 223, [1] blank, 26 + 2 pp. advertisements, octavo, contemporary calf, slight wear to head of spine, hinges partially cracked but firm, neat ownership inscription in upper margin of title of Thomas McClure and with the fine contemporary engraved bookplate of Dive Downes (Bishop of Cork) on the front pastedown, an excellent copy, London, D. Browne, W. Mears, F. Clay, and J. Hooke, 1719. Second edition, this is an enlargement of the work originally published in 1691 as The Political Anatomy [now renamed Survey], with an additional section on 'The Present State of Ireland' (p.203-223) giving lists of the lords spiritual and temporal, the members of Parliament, and the principal officers in the government in 1719, as well as the Verbum Sapienti (p.1-26) which was included in the original edition. 'This, perhaps, is the best of Petty's works and is valuable alike for the authentic information it affords respecting the state of Ireland in the latter part of the 17th century, and for the judicious suggestions of the author with a view to its improvement' ( - McCulloch, The Literature of Political Economy, p. 211). "The Political Anatomy of Ireland was written in about 1671 after Petty's second long stay in the country. It provides a wide survey of Irish institutions and government with much statistical evidence.The Verbum Sapienti is an assessment of the wealth of a nation and its capacity to pay taxes." (- Keynes). It was probably written about 1665 and contains some of Petty's major contributions to economic thought, including his theory of value. It has been argued that this work contains the beginnings of the classical theory of wages and that Petty anticipates Ricardo's natural price of labour. Of the importance of 'Verbum Sapienti' as a foundation document in the English school of political arithmetic see Pearson, pp.61 et seq. "The first work of Petty which does deal more closely with statistical matters is the Verbum Sapienti which was first published in 1691 as an appendix to the Political Economy of Ireland, but which Petty himself says he wrote in 1665. The object of this pamphlet was to fix a valuation on the wealth of Great Britain. It is therefore essentially statistical. Lewis Downes, Rector of Thornby in Northamptonshire, where he was born 16th October, 1653. He matriculated in the University of Dublin at the age of 16 and graduated in 1671. He was elected a Fellow of Trinity College in 1675. On the 24th February 1677-78 Downes was ordained deacon in St. Patrick's Cathedral and admitted to Holy Orders 5th May, 1678. The first version (the "three book" Dunciad) was published in 1728 anonymously. The second version, the Dunciad Variorum was published anonymously in 1729.
